If the TARDIS projects a psychic field so that everybody can understand each other, does that mean the Doctor can potentially talk to a cockroach, for example?

Presumably, the lifeform in question would have to have enough intelligence to carry on a conversation in the first place.

any lifeform that have a language verbal and writing, so no to roach or any animals that are not self award, a dolphin might be a good question but i don't know if he could speak to one

It doesn't work on all lifeforms, and the language has to have been recorded in the TARDIS 'database' for it to work at all. In the recent adventure, 'The Impossible Planet'/'The Satan Pit', he couldn't translate the ancient texts that Toby was working on, but even in the classic series there are minor examples, such as the Ambassador from Chloros in 'Creature From The Pit'.
